Identity, checked at the time of the test
A certificate bears the name of whoever sat the test. The identity check is what makes that sentence true, and it is what allows a third party to rely on the document without knowing you.
Why identity is checked
A certificate's worth rests entirely on the certainty that its holder earned it themselves. The identity check protects the person who did the work first: it guarantees their credential stays comparable with every other holder's.

The holder
Their certificate keeps its full force because no other could have been obtained differently. The work delivered stays comparable, and therefore valuable.
The employer
They rely on a document whose conditions of award are known, published and verifiable without going through us or the candidate.
The institution
It can confirm every certificate it issues and flag any document that did not come from it: that willingness is what gives weight to the rest.
Questions about the identity check
Does the check apply to every format?
It applies to certifying tests, and the course page says so before enrolment. On a module taken for personal use, the attestation covers completion of the content, which is exactly what it states.
What does a verifier see of this check?
They see that the test was taken under identity check, with the date. The documents themselves stay in the learner's file: what circulates is the fact, not the paperwork.
